Lock Plan Mode in the ITP Selection Process

Is there a way to "Lock" Plan Mode on so that inspectors always have to inspect to the plan? This is important for Thrive and other companies like Horizon North that uses the same checklist for multiple plan items. It's also good because it provides a consistent view in the selection process. In fact, being able to toggle the Plan Mode is a more advanced feature and only needed by users who want to switch back and forth and know what they are doing.

  Developers reviewed and are looking at an option to "lock" the plan mode. They are considering a group setting that allows the toggle button to be visible or moving the toggle button to a less prominent position so that users are less likely to unclick it.
