Add an option to paginate reports

We print the 400ax report double sided, meaning front and back of the paper. Some inspections start on the backside of the page of the previous inspection. It would be nice to have an option to insert a blank page in between inspections so they always start on the front of a new page.

  Developers reviewed and recommend looking at the feature in the PDF software that will add blank pages, rather than try to code that into the FTQ360 software.
