Add a status to ITPS

As a user that is using ITPs to manage whether inspection take place rather that whether the inspection is passed.

I want to set an account preference for which inspection statuses count toward calculating the completion of ITP items. Now only Pass inspections count.

So that I can set ITP as complete for inspections with a status of Pass or CA required or Incomplete.
